PROBLEM TO BE SOLVED: To solve a problem wherein a combination of tests capable of testing a program quickly and properly is difficult to be determined. SOLUTION: A program test determination device includes a test command correspondence information receiving part 101 for receiving test command correspondence information that is information for indicating a correspondence relation between test identification information for identifying the plurality of tests in a plurality of source programs, and one or more of command patterns included in a combination of the source programs executed in the test corresponding to the test identification information, a command appearance information acquiring part 102 for acquiring command appearance information that is information for indicating the command patterns included in the plurality of source programs, and an all-inclusive test determining part 103 for determining, using the test command correspondence information, a combination of the test identification information wherein the command pattern corresponding to combination of the test identification information is matched to the command patterns with a rate of a preassigned rate or more out of the command patterns indicated by the command appearance information.
