PROBLEM TO BE SOLVED: To burden a monitoring person as less as possible with respect to a target person to be monitored who is less likely to wander and to allow the monitoring person to perform monitoring as minutely as possible with respect to a target person to be monitored who is more likely to wander. SOLUTION: A reader 2 which reads radio device information from an IC tag 1 which a target person to be monitored carries, is installed in a prescribed place. If the place of the reader 2 which has read the radio device information is not included in a permitted movement area, it is informed that the target person has gone out of the permitted movement area, and a history is stored. When a frequency totalized from histories is lower than a prescribed frequency, a pertinent area is set to be wider to reduce notifications about movement of the target person who scarcely goes out of the permitted movement area and is less likely to wander. When the frequency totalized from histories is higher than the prescribed frequency, the pertinent area is set to be narrower to give a notification about a little movement of the target person who frequently goes out of the permitted movement area and is more likely to wander.
