PROBLEM TO BE SOLVED: To provide a method of manufacturing a lithium ion capacitor with excellent mass productivity, which enhances the permeability to an electrode group of nonaqueous electrolyte, and by which it is easy to store lithium ions in a negative electrode preliminarily, for a lithium ion capacitor in which the electrode group with a metal lithium arranged therein and the nonaqueous electrolyte are stored in a cylindrical case, and in which the cylindrical case is sealed. SOLUTION: A thin-plate metal lithium and a copper foil laminate are preliminarily arranged in an electrode group while they are insulated from a positive electrode plate. The electrode group and a nonaqueous electrolyte are housed in a cylindrical case, and the cylindrical case is sealed to obtain an assembly. The assembly is left for a predetermined time period so that the metal lithium is melted to be stored in a negative electrode active material. In a time period of the whole or part of the predetermined time period where the assembly is left, the assembly is rotated in a circumferential direction of the cylindrical case while an axis direction of the cylindrical case is kept to be horizontal.
