PROBLEM TO BE SOLVED: To provide a light emission quantity controller that properly determines the amount of light emitted from a light emitting means such as a flash device even when composition is changed. SOLUTION: The light emission quantity controller includes: a light receiving means 136 having a plurality of light receiving elements that receive a luminous flux and output a light reception signal; the light emitting means 300 for emitting a luminous flux to an object; and a control means 150 for controlling the amount of light emitted for a second luminous flux different from the first luminous flux emitted by the light emitting means, based on a first light reception signal obtained by the first light receiving element of the plurality of light receiving elements while the light emitting means does not emit light or the second light receiving signal obtained by a second light receiving element different from the first light receiving element, and based on a third light receiving signal obtained by the light receiving means while the light emitting means emits a luminous flux.
