PROBLEM TO BE SOLVED: To provide a plane light source device wherein luminance is increased to reduce driving voltage, and to provide a display device equipped with the same. SOLUTION: This plane light source device is provided with a lower substrate, an upper substrate covering the lower substrate and forming a discharge area with the lower substrate, a plurality of partition walls zoning the discharge area to form a plurality of discharge units, a first power application electrode and a second power application electrode arranged at both ends of the discharge unit, respectively, and exposed to outside, a first electrode and a second electrode arranged on the first power application electrode and the second power application electrode, respectively, dielectric layers applied to the first power application electrode and the second power application electrode, and a phosphor layer formed in the discharge area.
