PROBLEM TO BE SOLVED: To provide a map creating device creating a map with high reproducibility at high speed. SOLUTION: Out of constituting points constituting a river polygon, two arbitrary constituting points are selected (step S702) as initial points and, out of the other constituting points, one constituting point satisfying prescribed conditions is detected (step S703). Then, such a constituting point as maximizes the minimum angle when a triangle is formed by joining the constituting point satisfying the conditions and the two arbitrary constituting points, is selected (step S706). Then, by using the triangle constituted of the two arbitrary constituting points and the selected constituting point, the river polygon is divided into two new river polygons (step S707).
