PROBLEM TO BE SOLVED: To provide a road heating system commonly used for hot-water supply, which can surely raise the water temperature in a water storage tank. SOLUTION: With a boiler stopped, when the temperature of a roadbed 5 exceeds the water temperature in the water storage tank 6 by a specified temperature caused by the solar heat, a pump 4 starts operation to circulate a control heat exchange medium passing through a bypass channel 9 without passing through a heating heat exchanger 8. Then, when the temperature of the heat exchange medium exceeds the water temperature in the water storage tank 6 by the specified temperature, a switching control is performed so that the heat exchange medium passes through the heating heat exchanger 8 in the water storage tank 6, while the pump 4 is driven, without passing through the bypass channel 9.
