PURPOSE: An electrically connecting device and a manufacturing method thereof are provided to electrically and easily connect upper/lower surfaces of the first substrate by a wiring block combined with the first substrate. CONSTITUTION: An electrically connecting device(100) comprises the first substrate(110), a wiring block(120), the second wiring(130), a contact body(140), the second substrate(150), and a connection body(160). The first substrate has a plurality of openings(110a). The shape of the openings corresponds to the shape of the wiring block. The wiring blocks are inserted into the openings respectively. The wiring blocks are combined with the first substrate by adhesives. The wiring blocks electrically connects upper and lower surfaces of the first substrate.
