PURPOSE: A vacuum insulating panel, a refrigerator comprising the same and a manufacturing method of the vacuum insulating panel are provided to remove the need for a fiberglass core since a core is arranged in an outer layer. CONSTITUTION: A vacuum insulating panel(10a) comprises an outer layer(20) and a core(40). The outer layer has a gas barrier property and comprises a pressure-reduced space. The core has a given shape, comprises an empty space, is arranged in the outer layer and supports the outer layer. The core comprises a box shape of body(42), of which one side is open, and a cover(44) for opening/closing the opening of the body. A plurality of ribs are arranged in the body in a thickness direction. The ribs are arranged perpendicularly to each other. The ribs are arranged to cross each other.
