PURPOSE: A low class coal reforming method and a low class coal reforming apparatus are provided to secure the safety of fixed carbon portions obtained from low class coal, by preventing the contact of the low class coal with oxygen. CONSTITUTION: A low class coal reforming method comprises the following steps: mixing low class coal containing fixed carbon portions, ash, volatile components, and the moisture with heavy oil to coat the low class coal with the heavy oil(S40); and heating the low class coal to remove the moisture and the volatile components(S50).
