PURPOSE: A mobile communication network supporting a roaming service, a message server and a message transmission method of a mobile communication network using the same are provided to determine the transmission method of a message according to a message processing mode of an oversea network when providing a message service to a roaming terminal, thereby preventing transmission failure and delay of the message. CONSTITUTION: A roaming determiner(310) determines roaming of a message receiving terminal if a message transmission is requested. If the message receiving terminal is roamed, a message processing mode checker(320) checks a message processing mode of the communication network which the message receiving terminal is roamed. A message transmission mode determiner(330) determines a transmission method of the message according to the message processing mode. A message transmitter(340) transmitter transmits the message according to the message transmission method.
