PURPOSE: A water retainable and permeable cement mortar composition is provided to improve repair capability using bottom ash and to lower a ratio of water to cement by adding a special admixture. CONSTITUTION: A water retainable and permeable cement mortar composition includes 0.1-10 weight% of special admixture, 5-25 weight% of inorganic binding material, 25-55 weight% of fine aggregate, 15-40 weight% of coarse aggregate, and 0.56 weight% of water. The special admixture includes a methyl methacrylate resin. The inorganic binding material comprises bottom ash.
