PURPOSE: A hierarchical broadcasting system for a 3d broadcast and a method thereof are provided to supply a 3D broadcast through heterogeneous networks or the same network. CONSTITUTION: The first encoder unit(103) generates the first encoding signal by encoding the first broadcasting data. A residual signal generating unit(107) generates a residual signal by the first and second broadcasting data. The second encoder unit(109) generates the second encoding signal by encoding the residual signal. A synchronizing unit(113) processes synchronization information between the first encoding signal and the second encoding signal. The first and second transmitting units(105,117) transmit the first and second encoding signals through the first and second communication networks respectively.
