The device (1) has a support (2) made of a rubber material and mounted in a through-hole of a lower apron of a vehicle (5). A passage zone for passage of a control cable (9) to open a bonnet of the vehicle and a connection zone for connecting a water pipe to the device are provided in the support. A sleeve is connected to the water pipe partly located in a passenger compartment of the vehicle when the device is installed the through-hole. A groove receives a part of perimeter of the through-hole. An independent claim is also included for a vehicle comprising a receptacle for receiving a windscreen wiper mechanism arranged in a passenger compartment of the vehicle.
