<p><P>PROBLEM TO BE SOLVED: To provide a CIGS solar cell and a method of fabricating the same. <P>SOLUTION: In the method of fabricating the CIGS solar cell, a buffer layer exposing many protrusions is formed. Then, a window electrode layer having an uneven upper surface conforming with the many protrusions of the buffer layer is formed.
