<p><P>PROBLEM TO BE SOLVED: To provide a vehicle allocation plan creating system capable of suppressing a total fuel consumption amount of each vehicle used for a round, and capable of creating a vehicle allocation plan which can reduce costs necessary for the round. <P>SOLUTION: The vehicle allocation plan creating system for creating the vehicle allocation plan for going around one or more spots from a prescribed vehicle base and arriving at the vehicle base by the use of a plurality of vehicles includes: a round spot setting means setting the round spots for going around by the use of the plurality of vehicles; a group setting means grouping the one or more round spots into one or more groups; and a vehicle allocation means allocating the vehicle for going around the round spots included in the group in each group from the plurality of vehicles.
