PROBLEM TO BE SOLVED: To accurately detect a direction and a change amount of range of a person motion in an image capturing range without making a computation amount to be huge even in a high frame rate when many space areas are planarly computed.

SOLUTION: A high speed person motion detection control means 4 is adapted to detect motion information of a person on the basis of range information from a TOF range image sensor 31. The high speed person motion detection control means 4 includes a range frame generating unit 431 that generates range frames in a time series manner on the basis of the range information from the TOF range image sensor 31, a range balance frame generating unit 432 that generates a range balance frame (background image frame) as range information not having a range change of a person on the basis of at least two range frames, and a frame difference computing section 46 that computes a frame difference between each of the plurality of range frames and the range balance frame by each range frame, and computes a change amount of a range and a change direction of the person as motion information of the person based on the frame difference.
