<p><P>PROBLEM TO BE SOLVED: To solve the problem wherein monitoring accuracy is low when the state of a battery cell Cij forming a battery pack 10 is monitored only by comparing the voltage of the battery cell Cij with a threshold. <P>SOLUTION: In synchronization with the timing of detection of the voltage of the battery cell Ci1 to Cim by a monitoring unit Ui, a current flowing through the battery pack 10 is detected in a control device 30. Based on the detected current, the internal resistance of the battery cell Cij calculated from SOC and the open-end voltage calculated from the SOC, the terminal voltage of the battery cell Cij is calculated (estimated cell voltage is calculated).
