PROBLEM TO BE SOLVED: To provide a device and a method for manufacturing a transmission belt improved in assemblability of elements with respect to hoops. SOLUTION: While the elements are fixed in an element support unit 400, the tilt plate 310 of a tilt unit 300 is rotated to perform rolling, and two hoops locked to the inside of the elements are overlapped with each other. An extension process is performed for inserting extension claws of an extension unit 500 between the elements, and moving the extension claws 512, 522 in the circumferential direction of a belt. Thus, an assembly space for elements additionally assembled with respect to the hoops is enlarged, and the assemblability of elements is improved. COPYRIGHT: (C)2011,JPO&INPIT
