The machine has a hollow cylindrical rotor (2) supported in a housing and provided with mobile blades (5) and a cylinder. An inner surface of the housing (1) is in ellipse shape, and the cylinder is implemented as an immovable elliptical cylinder (6), where ellipse of the inner surface of the housing and ellipse of the immovable cylinder are congruent. Sickle-like areas (7-10) comprise inlet channels (11, 14, 16, 18) and outlet channels (12, 15, 17, 19). A spring is attached between parts of the mobile blades.
