A method and system for controlling and notifying Local IP Access (LIPA) are provided by the present invention. A wireless network element/Home Node B gateway reports, capability information of LIPA to Internet, and/or capability information of LIPA to home based network, and/or acceptable information that the wireless network element/Home Node B gateway can be accessed to a local access gateway, to a Mobility Management Entity (MME). According to the obtained capability information, the MME establishes an LIPA connection to a subscriber, and determines whether the connection is the connection of LIPA to Internet or LIPA to home based network. The method of the present invention can reasonably select to establish which type of LIPA connection to the subscriber, and ensure the security of LIPA of non-CSG (Closed Subscriber Group) subscriber.
