PROBLEM TO BE SOLVED: To reduce interruption in content distribution caused by transition when user equipment (UE) moves from one cell to the other, or when the distribution of a content is changed from Point-to-Point (PTP) connection to Point-to-Multipoint (PTM) connection in the same service cell by improving the continuity of service. SOLUTION: An external code block to which an information block belongs and an information block to which a sequence number for identifying a position of a block is added are accumulated for reception, and then re-sequencing is performed by the sequence number to detect an overlapping information block. The overlapping block is excluded, the sequence number is removed from each information block, and then the external code block is received to use a redundant block for the regeneration of a missing information block.
