PROBLEM TO BE SOLVED: To provide a speed governor capable of being protected so as to prevent damage to a water turbine and a generator when losing a rotation speed signal. SOLUTION: A speed signal loss detection part 116 detects the loss of the rotation speed signal from a rotation speed detection circuit during the starting and stopping of the water turbine generator in addition to a system parallel operation time of the water turbine generator. The rotation speed signal loss detection part 116 includes a detection circuit 116A for the system parallel operation time of the water turbine generator, a detection circuit 116B for a water turbine generator starting process (before system parallel operation), a detection circuit 116C for a water turbine generator stopping process (before system parallel operation and after release of system parallel operation), and a water turbine generator operation state detection circuit 116D.
