SOLUTION: A program generation data difference information creation part 110 extracts old and new differences of a source code 191, an object code 192, and specification 193, and creates difference application information for updating an old file to a new file, and creates a difference information table showing the old and new designations or addresses of the difference. In order to create the difference application information of an execution code 194, a program data difference information creation part 120 matches old and new execution codes 194 about the difference of the source code 191 or the like based on the difference information table of the source code 191 or the like, and then extracts the residual difference of the execution code 194.
