<p><P>PROBLEM TO BE SOLVED: To solve the following problem: a useless current flow into an element to improve the reliability of a phase change element. <P>SOLUTION: The element has memory cells and input/output circuits for storing information by a state change depending on an applied temperature, and word lines are turned off until a power circuit starts up for power-on.
