PROBLEM TO BE SOLVED: To provide a toner concentration adjusting system and an image forming apparatus for accurately adjusting toner concentration without being influenced by deviation of a result of detecting an alternative characteristic of toner concentration due to lot variation and difference in the amount of a concentrated developer supplied, even when the concentrated developers having different lots are added and gradually supplied when comparing the alternative characteristic of the toner concentration of a wet type developer with a target value to control the supply thereof in adjustment. SOLUTION: In the toner concentration adjustment for detecting the alternative characteristic of the toner concentration and controlling the supply while supplying the concentrated developer and the like to the wet type developer in which a first control target is set, the first control target is corrected according to a second control target value based on the toner concentration alternative characteristic of a supplied lot of the concentrated developer and a cumulative supply amount of the concentrated developer lot.
