PROBLEM TO BE SOLVED: To provide an electrophotographic photoreceptor in which a desired amount of wear is obtained in the initial stage and wear resistance in long-term use is improved. SOLUTION: The electrophotographic photoreceptor includes a conductive substrate and a photosensitive layer containing fluorocarbon resin particles and metal oxide particles and having an outermost surface layer satisfying expressions (1):0.05 (μm/single reciprocation)≤Sa≤0.2 (μm/single reciprocation) and (2):Sb/Sa≤0.5. wherein Sa represents a wear amount per a single reciprocation in a region at a depth of less than 4μm from the surface, and Sb represents a wear amount per a single reciprocation in a region at a depth of 4μm or more and 10μm or less, in a test of repeatedly reciprocally moving a sapphire needle having 0.1 mm radius of curvature of the tip at a velocity of 5 mm/s while pressing the needle to the outermost surface layer under 50 g load until the layer is worn to a depth of 10μm.
