The actuator has an electromagnetic pump by which angular momentum storing liquid is electrically and magnetically influenceable. The pump is electrically connected to a power supply unit. The unit has a rectifier element, a transformer e.g. medium frequency transformer, with a transformer core (11), and a frequency producing element electrically connected to each other such that electrical voltage of a spacecraft is transformed into operating direct current voltage adapted to the pump. The liquid consists of dielectric such as kerosene or silicone oil.
