<P>PROBLEM TO BE SOLVED: To provide a forming method of a catalyst for a fuel cell in which time necessary for fitting of a catalyst carrying carrier and a polymer electrolyte can be shortened, compared with that of a conventional forming method. <P>SOLUTION: The forming method of the catalyst for the fuel cell includes a first process of throwing in the catalyst carrying carrier and the polymer electrolyte into a dispersion solvent and of irradiating an infrared beam while stirring the dispersion solvent, and a second process of dispersing and mixing the thrown-in material in the dispersion solvent and of forming a catalyst solution.
