VIDEO CODING PREFILTERING METHOD, AND APPARATUS AND PROGRAM THEREFOR

PROBLEM TO BE SOLVED: To implement prefiltering of video data so as to improve compression rate, while maintaining image quality, by controlling a coding frame rate of a region on a moving image.

SOLUTION: An input frame image is analyzed to detect a fast moving region (a) and a slowly moving region (b), and a frame rate of the slowly moving region (b) is reduced so as to equalize the quality of the image. For a frame to be thinned by reducing the frame rate, complementary image data for the slowly moving region (b) are generated from image data of frame except the frame to be thinned. The complementary image data are replaced with image data of a relevant region in an original frame corresponding to the frame to be thinned, so that image data are output while recovering the original frame rate.
