<p><P>PROBLEM TO BE SOLVED: To provide a radiation image conversion panel that enhances the reflectance without forming a reflecting layer comprising metal thin films or the like and can also exhibit the higher reflectance than that when a reflecting layer is made of spherical crystal particles and a method for manufacturing the panel. <P>SOLUTION: In the radiation image conversion panel 10, a radiation conversion layer 2 which converts incident radiation into light is formed on a substrate 1. The radiation conversion layer 2 has a reflecting layer 3 which reflects the light toward a light emission face 2a on the side opposite to the light emission face 2a which emits the light, and the reflecting layer 3 has a helical structure where crystals of phosphors pile up helically.
