摘要 <p><P>PROBLEM TO BE SOLVED: To provide an image encoding device and an image encoding method whereby distribution of a code amount to each image can be performed so as to reduce the fluctuations in the image quality. <P>SOLUTION: A pre-encoding unit 20 calculates a generated code amount, when image data using a fixed quantizing parameter is decoded, and discriminates whether a macro block is a block for performing temporal prediction or a block for performing spatial prediction regarding an image for predicting a temporal direction. In a code amount control unit 40, a quantizing parameter for achieving a target generated code amount on the basis of the generated code amount calculated in the pre-encoding part 20 is predicted. As for the image for predicting the temporal direction, an offset amount is set so as to have a great code amount to be assigned to an image, including many images to be referenced according to a percentage between the block for temporal prediction and the block for spatial prediction.
