<p><P>PROBLEM TO BE SOLVED: To change a forwarding route of a packet addressed to any arbitrary information processing device without generating a loop. <P>SOLUTION: A route 4a is updated to a different route 4b by a route updating means 1a. Next, a specification means 1b specifies a range 5a for enabling a packet to reach an information processing device 3 of a forwarding destination address. Then, in a communication device within an unreachable range adjacent to the communication device in the reachable range 5a, a modification means 1c modifies read-out forwarding information so as to forward the packet to the communication device within the reachable range 5a. A transmission means 1d then forwards the modified forwarding information to the corresponding communication device. Furthermore, an addition means 1e adds to the reachable range 5a a range for enabling the packet to newly read the forwarding destination address by modifying the forwarding information.
