PROBLEM TO BE SOLVED: To provide a device and a method for detecting a non-light emitting moving body when the amount of light is insufficient. SOLUTION: A moving body detecting device includes an image acquiring unit, a difference image generating unit, a calculating unit, and an alarm output unit. The image acquiring unit acquires a first image generated from one or a plurality of images captured by a camera, and a second image captured by the camera after the one or more images are captured. The difference image generating unit generates a difference image by subtracting each pixel value corresponding to the second image from each pixel value of the first image, respectively. The calculating unit calculates a hidden parameter based on the number of pixels having a pixel value exceeding a predetermined threshold level in the difference image.
