PROBLEM TO BE SOLVED: To provide a lighting device and an illumination fixture, wherein the operation carried out during an inactive period is automatically switched to one of turning off operation and dimming operation. SOLUTION: When a human body is detected by a human detection sensor during the turning off operation, the full lighting operation starts and the number of times of blinking is counted, which is the number of times for starting the full lighting operation. When a state where no human body is detected by the human detection sensor continues only for a predetermined lighting retention time T during the full lighting operation, in the inactive period P3 started after an active period P2 is finished, the turning off operation starts as shown in Fig.1(a) if the number of times of blinking is less than the prescribed number of times, and the dimming operation starts as shown in Fig.1(b) if the number of times of blinking is equal to or more than the prescribed number of times.
