PROBLEM TO BE SOLVED: To allow selection of zapping or the like about advertisements without multiplexing programs and advertisements. SOLUTION: An information distribution system distributes information in which second content is inserted into a stream of first content distributed to one or a plurality of user terminals. The system includes an insertion-position detecting means that detects an insertion position where the second content is inserted into the stream of the first content and a distribution-parameter transmitting means that gives distribution parameters, required for information distribution to each user terminal to which the first content is distributed, to a second information distribution means when the insertion-position detecting means detects the insertion position. The first information distribution means temporarily interrupts distribution of the first content in the stream.
