PROBLEM TO BE SOLVED: To provide a method for utilizing a calling rate fixed charge system for a cellular phone and a fixed-line phone provided by a telecommunications carrier, for reducing dialing call charge and packet communication charge and for improving operability for users as well as for reducing loads associated with maintenance by the users of the telephone directory. SOLUTION: A program for transmitting a single record with a brief contents of a telephone directory incorporated in a normal cellular phone device 1 instead of a telephone directory created, stored on a web server connected to the internet to a web server 3 through a packet communication mode is installed in the cellular phone device. In the telephone redirection system, the program is used to send only destination telephone numbers to a telephone redirection apparatus 5 to reduce sending/receiving packets to the minimum, the telephone redirection apparatus is called using the calling rate fixed charge system, and the telephone redirection apparatus acquires the destination telephone numbers from the web server for redirection in order to reduce the dialing call charge.
