PROBLEM TO BE SOLVED: To provide an operation monitoring system or the like for collecting management information on network with an appropriately configuration without need of a sub-manager machine. SOLUTION: The operation monitoring system 1 includes at least one manager machine 11 and a plurality of agent machines 12, which are connected to each other, the agent machine includes: a management information collection means 125 for collecting management information as information related to the operation of a network; an information transfer mens 124 for receiving the management information from a low order agent machine, and for transferring it to a high order agent machine; a structure storage means 122 for storing the IP address of all the agent machines configuring the operation monitoring system; and a participation site processing means 121 for making an inquiry about whether there is any emptiness in the information transmission system of an information transmission system with respect to the existing agent machine, and for determining where the participation site processing means itself participates in this information transmission system, and then participating in the information transmission system.
