PROBLEM TO BE SOLVED: To provide a compact image blur correcting device including a rolling regulation mechanism, with a small operation load and high reliability. SOLUTION: The image blur correcting device includes: a blur correction means moving in a plane orthogonal to an optical axis; a fixed part; a guide part moving integrally with the blur correction means in a first direction orthogonal to the optical axis; three balls held between the fixed part and the guide part; and a regulation means for regulating movement in an optical axis direction of the guide part relative to the fixed part. The fixed part includes a plane part in contact with each of the balls, and the guide part includes a plane part in contact with each of the balls. At least one of a first contact part of the fixed part and a first contact part of the guide part has a groove shape in contact with the first ball at two points, and at least one of a second contact part of the fixed part and a second contact part of the guide part has a groove shape in contact with the second ball at two points. The regulation means is arranged between a line (a) passing through the first ball and the second ball and a line (b) passing through the third ball, and parallel with the line (a) as seen from an optical axis direction.
