PROBLEM TO BE SOLVED: To provide a starting system for an internal combustion engine, which reduces a load on a starter motor at starting. SOLUTION: This starting system for the internal combustion engine 1 with an automatic transmission 3 including a torque converter 32 and a transmission mechanism 33 provided downstream of power transmission includes: a starter 2 rotatingly driving a crankshaft 12 when starting the internal combustion engine 1; an inertia variable mechanism 4 arranged between the internal combustion engine 1 and the starter 2, including a planetary gear mechanism 40 or the like, and switching a condition in which the torque of the crankshaft 12 is transmitted to the torque converter and a condition in which the torque of the starter 2 is transmitted to the crankshaft 12 without rotating the torque converter 32; and an ECU 5 allowing the inertia variable mechanism 4 to transmit the torque of the starter 2 to the crankshaft 12 without rotating the torque converter 32 when starting the internal combustion engine 1.
