PROBLEM TO BE SOLVED: To provide a waste heat utilization device capable of drastically reducing costs of a Rankine cycle and the waste heat utilization device. SOLUTION: The waste heat utilization device includes: a fluid pressure circuit (38) having a fluid pressure pump (46) for pressurizing and circulating a working fluid interposed in a circulation passage (39) of the working fluid; and the Rankine cycle (6) having an evaporator (12) for heating and evaporating a refrigerant, an expander (20) expanding the refrigerant passing through the evaporator and generating a drive force, a condenser (24) condensing the refrigerant passing through the expander, and a refrigerant pump (28) pressure-feeding the refrigerant passing through the condenser to the evaporator which are interposed sequentially in a circulation passage (7) of the refrigerant. The fluid pressure circuit is constituted by interposing a fluid pressure motor (58) driven by the fluid pressure of the fluid pressurized by the fluid pressure pump in the circulation passage of the working fluid, and the refrigerant pump is driven by the fluid pressure motor.
