PROBLEM TO BE SOLVED: To provide cooling equipment and a cooling method, which suppress a partial increase in hardness at the surface of a thick steel plate and manufacture a thick steel plate having uniform hardness. SOLUTION: The cooling equipment is provided on a hot rolling line of the thick steel plate, and includes: spray cooling equipment 1 provided with headers 3a, 3b for supplying cooling water onto the upper and lower surfaces of the thick steel plate 9, and with spray nozzles 4a, 4b, being arranged projectingly from the headers 3a, 3b and jetting atomized cooling water; and laminar cooling equipment 2, which is arranged on the downstream side in the steel plate conveying direction in succession to the spray cooling equipment, provided with headers 5a, 5b for supplying cooling water onto the upper and lower surfaces of the thick steel plate and with laminar nozzles 6a, 6b, being arranged projectingly from the headers 5a, 5b and jetting bar-like cooling water. A draining roll 7 for damming the cooling water staying on the upper surface of the thick steel plate is provided between the spray cooling equipment and the laminar cooling equipment.
