PROBLEM TO BE SOLVED: To provide an organic EL device, which reduces luminance unevenness and achieve color display; a method of manufacturing the organic EL device; and electronic equipment. SOLUTION: The organic EL device 10 includes at least: organic EL elements 20B, 20G, 20R which are light emission units arranged for each of red, green, and blue light emission colors; and light emission control units Lu each having a drive circuit part for controlling drive of the organic EL elements 20B, 20G, 20R on a substrate. The light emission control units Lu structure a base layer of the light emission units. A surface of the base layer crossing over the adjacently arranged light emission control units Lu is divided into three film formation regions. The first film formation region includes thin-film transistors 11, 12 and retention volume 13 of each of the drive circuit parts. The first film formation region and other film formation regions except for the first film formation region have light emission layers formed by using different film formation methods.
