PROBLEM TO BE SOLVED: To provide a lightweight honeycomb panel, which strongly performs a nail and a screw clamp while keeping lightweight, prevents end surface peeling, has waterproof property and moisture-proof property without damaging lightweight property. SOLUTION: The outer periphery of a substrate 11A formed of a honeycomb core is surrounded by a frame-shaped member 21A composed of a foam having a closed cell structure. In either one or both or part of the frame-shaped member 21A and the substrate 11A, part wherein at least the nail and screw clamp are performed is composed of the foam having the closed cell structure of a density of 0.3-0.8 g/cm<SP>3</SP>, a nonporous face material 31A is adhered to both surfaces of the substrate 11A, and the edge of the face material 31A is adhered to the frame-shape member 21A to compose the lightweight honeycomb panel.
