PROBLEM TO BE SOLVED: To provide a game ball shooting device capable of simplifying a constitution and stabilizing the shooting of game balls and the feed of the game balls to a shooting position, and to provide a game machine having the same. SOLUTION: A shooting hammer 2 rotates around a rotary shaft 13 in an illustrated clockwise direction, and a stopper contact section 23 comes into contact with a stopper 9 to regulate the rotation. The shooting hammer 2 is rotated to cancel the reception of the game ball 71 in a standby state by a ball receiving section 27. The shooting hammer 2 is rotated to allow a recess 28 to enter into a passageway 51 of the game ball. The game ball 71 starts rotating by the dead weight to be stored in the recess 28. Then, the game ball 71 is stored in the recess 28 in a state where a lower-side projection 32 is inclined to lower the lower-side opening end side, so that the game ball 71 also comes into contact with a support section 52 and is supported in a stable state.
