<p><P>PROBLEM TO BE SOLVED: To provide an epoxy resin composition that shows excellent flame retardant properties and contains no halogen-based flame retardants, red phosphorus nor organophosphates ant that provides composite material, and to provide a prepreg and a fiber-reinforced composite material using the epoxy resin composition. <P>SOLUTION: The epoxy resin composition contains, as essential components: a phosphorus-containing epoxy resin (A) that comprises a compound (a) represented by formula (a); a novolac epoxy resin (C); and an epoxy resin curing agent (D).
