PROBLEM TO BE SOLVED: To provide a circulation system, a circulation method, and a circulation program enabling all relevant persons to know which intermediate node and leaf node have circulated a circular and who has circulated it. SOLUTION: The circulation system includes a root node receiving section 15 for receiving a unique verification key, leaf node signature information and a leaf node confirmation verification key which are transmitted from the leaf node 31, and receiving a unique verification key and an intermediate node-routed verification key which are transmitted from an intermediate node 21, a first verification section 16 for verifying the validity of the intermediate node-routed verification key by using the unique verification key of the intermediate node 21 and a unique verification key of the root node 11 and verifying the validity of a leaf node confirmation verification key by using the unique verification key of the leaf node 31 and the intermediate node-routed verification key, and a second verification section 17 for verifying the validity of the leaf node signature information on the basis the leaf node confirmation verification key whose validity has been verified and the intermediate node-routed verification key.
