PROBLEM TO BE SOLVED: To provide a compact image blur correcting device including a rolling regulation mechanism, with a small operation load and high reliability. SOLUTION: The image blur correcting device includes: a fixed part equipped with a ball holding part; a blur correction means moving in a plane orthogonal to an optical axis and correcting image blur; a movable part fixed integrally with the blur correction means and equipped with a ball holding part; a guide member equipped with a first ball holding part facing the ball holding part of the fixed part, and a second ball holding part facing the ball holding part of the movable part; a first ball held between the ball holding part of the fixed part and the first ball holding part; and a second ball held between the second ball holding part and the ball holding part of the movable part. At least one of the ball holding part of the fixed part and the first ball holding part has a groove shape extending in a first direction orthogonal to the optical axis. The ball holding part of the movable part extends in a second direction orthogonal to the optical axis and different from the first direction, and has a groove shape having an aperture penetrating in an optical axis direction.
