PROBLEM TO BE SOLVED: To enable an article to be more surely protected. SOLUTION: This cushioning-packaging material has an opening section 52 on the upper side and has an approximately linear bottom section 56 on the lower side, and packages the article, while cushioning it by housing the article in the housing space. The cushioning-packaging material includes: a first bubble cushioning sheet bag body 10 which is located on the outermost side; a second bubble cushioning sheet bag body 20 which is located on the inside of the first bubble cushioning sheet bag body; and an unwoven fabric bag body 30, which is located on the inside of the second bubble cushioning sheet bag body. All of the first bubble cushioning sheet 11, the second bubble cushioning sheet 21 and the unwoven fabric 31 form a rectangular shape, and at the same time, are folded at applicable folding sections 14, 24 and 34 to the bottom section 56, and are respectively made into a pair of front and rear first folded bubble cushioning sheets 15a and 15b, front and rear second folded bubble cushioning sheets 25a and 25b, and folded unwoven fabrics 35a and 35b.
