PROBLEM TO BE SOLVED: To provide a hydrophilic porous layer for a fuel cell improved in subzero starting operation.

SOLUTION: The hydrophilic porous layer has a conductive material-hydrophilic material assembly in which a hydrophilic material and a conductive material are adhered and the hydrophilic materials are mutually communicated to form a continuous transporting route of water in the hydrophilic material, and has a transporting route of steam formed between the conductive material-hydrophilic material assemblies. At -40°C or above, the transporting resistance of water Rwaterin the transporting route is larger than the transporting resistance Rgasof steam in the transporting route of steam.
